"According to Shinki, both Iwa Ninja Village and Cloud Ninja Village have expressed interest and willingness to form an alliance with us," he continued.

The Third Hokage seemed to waver but nodded slightly, signaling his agreement. Mitokado Hamura, observing the interplay, chose to remain silent. He recognized that the Third Hokage's decision was all but finalized.

The Third Hokage leaned back in his chair, weighing the arguments. Danzo and Koharu's combined reasoning had swayed him decisively. Forming an alliance with Cloud Ninja Village would secure Konoha's position and buy the village much-needed stability.
