Her rationale for the supposed threats to the village's safety was, of course, conveniently vague and open to interpretation.

"Alright, the decision to sell perfect jinchūriki intelligence is settled. Now, we must discuss the possibility of alliances with other villages," the Third Hokage announced, skillfully redirecting the conversation.

"According to Shinki, both Iwa Ninja Village and Cloud Ninja Village have expressed interest and willingness to form an alliance with us," he continued.

"This is excellent news," Koharu exclaimed, her enthusiasm evident. "Is peaceful development becoming Konoha's official policy now?"

Historically, Konoha was the one extending the olive branch for alliances. Now, other villages were approaching Konoha—a definite win for their leadership.

Strategic Considerations

Forming an alliance with villages like Cloud Ninja Village and Iwa Ninja Village seemed like the most logical choice. Sand Ninja Village, however, had proven unreliable—merely a fair-weather ally at best.

The Third Hokage cast a glance at Koharu, who was still beaming with excitement, and asked the most critical question: "Which village should we prioritize for an alliance?"

Cloud Ninja Village or Iwa Ninja Village?

This was no trivial decision.

"Hiruzen, is there even a question here?" Koharu interjected. "The answer is obvious—we must ally with Cloud Ninja Village. They are far from the Land of Fire and pose minimal threat of war. On the other hand, Iwa Ninja Village has long eyed our resources with greed."

Her reasoning was straightforward: Cloud Ninja Village's distance, strength, and wealth made them an ideal ally. Conversely, Iwa Ninja Village, plagued by poverty and proximity, would be more of a liability.

Furthermore, Koharu believed that allying with Cloud Ninja Village could serve as leverage to keep Iwa Ninja Village in check.

"Shinki, however, warned that an alliance with Cloud Ninja Village could destabilize the balance of power among the villages," the Third Hokage remarked, taking a deep puff from his pipe.

Koharu dismissed the warning with a wave. "Shinki has always been overly cautious. The question is not what might happen but what we can gain."

Danzo Weighs In

Shimura Danzo, who had been silent so far, finally spoke up. "Sarutobi, the village is already stretched thin. An alliance with Iwa Ninja Village would require us to provide economic and military support—resources we simply cannot afford."

He continued, his tone sharp and calculated. "Let's not forget that our economic cooperation with the Land of Wind has only just begun. Disrupting that for the sake of Iwa Ninja Village would harm Konoha's growth."

Danzo's argument was compelling. Supporting Iwa Ninja Village would strain Konoha's economy, while an alliance with Cloud Ninja Village offered mutual benefits without immediate demands.

"Besides," Danzo added, "if we align with Cloud Ninja Village, we can deter aggression from both Iwa Ninja Village and Mist Ninja Village. A three-village alliance, including Sand Ninja Village, would put us in an unassailable position."

The Third Hokage seemed to waver but nodded slightly, signaling his agreement. Mitokado Hamura, observing the interplay, chose to remain silent. He recognized that the Third Hokage's decision was all but finalized.

The Final Decision

The Third Hokage leaned back in his chair, weighing the arguments. Danzo and Koharu's combined reasoning had swayed him decisively. Forming an alliance with Cloud Ninja Village would secure Konoha's position and buy the village much-needed stability.

"As always, Danzo, your insights are invaluable," the Third Hokage said at last. "I'll take some time to deliberate, but I believe this is the path forward."

Hamura, seeing the inevitability of the decision, left the room without further comment. He knew that any further debate would be futile and that the responsibility for the outcome now rested squarely on the Third Hokage.

And with that, the warnings of Shinki were swept aside, buried beneath the fervor of Danzo's strategic brilliance and the pragmatic appeal of Koharu's reasoning.
