Chapter 380: Chapter 380: Sarutobi Hiruzen - Selling Danzo Is Just a Piece of Cake



The situation had escalated. The ninjas integrated into the police department, who once criticized Uchiha Fugaku and the clan's methods, were now struggling to manage the workload.

At first, they thought Uchiha Fugaku's leadership was flawed. But now that the Uchiha were on leave, the new recruits finally understood how challenging the job was.

Forced to adapt, they resorted to harsher methods of law enforcement. This approach seemed effective at first—many cases were resolved quickly. However, the aftermath was a disaster.

Villagers began flooding the Hokage's office with complaints. The new recruits, who once ridiculed the Uchiha for facing public backlash, were now experiencing the same treatment. Their families were bombarded with insults, and their morale plummeted.

The Burden of the Police Department

When Konoha was first established, the police department was relatively small. The population of the village was manageable, and the workload was light. However, as Konoha grew into the largest ninja village, the population surged. The police department expanded three times to handle the increased responsibilities.

Now, with the Uchiha clan on leave, the remaining ninjas were overwhelmed. Day and night, they were busy patrolling, managing disputes, and responding to emergencies.

The commercial district, in particular, demanded constant attention to prevent disturbances that might harm the village's economic growth. What had once been manageable work suddenly became a nightmare.

A Boiling Point

Overworked and exhausted, some recruits snapped under the pressure. In one incident, a ninja used excessive force, breaking the hands and feet of a troublemaker during an altercation.

The incident caused an uproar. Villagers were outraged, filing complaints and verbally abusing the police. For the first time, the new recruits fully grasped the challenges the Uchiha had faced daily.

Sarutobi Hiruzen's Predicament

"Knock, Knock!"

"Come in," the Third Hokage called out, rubbing his temples.

Shinki entered the room, his calm demeanor contrasting with the storm brewing in the village. He sat on the sofa, crossed his legs, and smiled knowingly.

"Hokage, I heard one of the Sarutobi clan's recruits was a bit... rough in law enforcement. Broke the troublemaker's hands and feet, didn't they?"

The Third Hokage's face darkened. Shinki was deliberately bringing up the embarrassing incident.

"You knew and asked anyway?"

Hiruzen sighed, recalling the details. He had already investigated. The overzealous ninja was a victim of the overwhelming workload, lack of rest, and constant complaints.

"The work is simple," Shinki continued, feigning ignorance. "Patrolling, resolving disputes—how hard could it be?"

Hiruzen glared. "It's not that simple, and you know it."

"Oh, I've heard many say otherwise," Shinki said, his tone turning sharper. "What gave them the courage to criticize the Uchiha? Did they think the police department was an easy job?"

Selling Danzo

When Shinki asked whether the Uchiha were ready to return from their "studies," Hiruzen hesitated. He hadn't even addressed the chaos, yet Shinki had come prepared for a confrontation.

"It's Danzo," the Hokage admitted.

Shimura Danzo's covert meddling had emboldened the new recruits. But now, it was backfiring. Public outrage, internal disarray, and the looming threat of losing the Uchiha entirely left Hiruzen with no choice but to throw Danzo under the bus.

Shinki's Solution

Shinki smirked. "Good. That makes this easier. Hokage, you have two options: either clear out the Shimura clan's ninjas from the police department, or make Danzo responsible for cleaning every public toilet in the village for a month."

Hiruzen winced. The thought of humiliating Danzo with such a task was both amusing and horrifying.

"Shinki," he began, choosing his words carefully, "Danzo is still a senior leader of the village. Don't you think that's too cruel?"

Shinki's eyes narrowed. The Hokage quickly backpedaled. "I mean, it's... unconventional, but perhaps there's another way to resolve this."

Shinki leaned forward. "Then remove the Shimura clan from the police department entirely. Replace them with skilled civilian ninjas. There are plenty of capable individuals waiting for work, and this would solve multiple problems at once."

Hiruzen hesitated. Removing all Shimura-affiliated ninjas from the department would cause significant unrest. However, keeping them would mean perpetuating the chaos.

Hiruzen's Dilemma

The Hokage tried to reason with Shinki. "Shinki, these recruits have been with the department for a while. Removing them all at once could create more problems than it solves."

Shinki shrugged. "That's Danzo's problem, not mine. From the start, I've never provoked him. It was Danzo who interfered with the police department, and now he's reaping what he sowed. If you want to keep enabling him, don't expect me to clean up the mess."

Hiruzen sighed deeply. He realized there was no escaping the consequences of Danzo's actions. Whatever choice he made, the fallout would be immense.

Shinki's calm, unyielding stance left no room for negotiation. One thing was clear: the Uchiha wouldn't be returning to work anytime soon.
