Sengoku rambled on and on, but most of what he said was common knowledge. He avoided addressing the critical issues directly. Judging by Garp's nodding head, it was clear that he had tuned out entirely.
Sitting closest to Garp, Sengoku could easily see his state. The veins on his forehead bulged in irritation.
"GARP!"
"Huh? What's up? Is the meeting over?"
Garp suddenly straightened up, blinking in confusion at his surroundings. When he noticed Sengoku's furious expression, his demeanor immediately changed. He sat upright, adopting a serious look as if he had been paying attention the entire time.
The rest of the senior marines in the room knew exactly what kind of person Garp was. They suppressed their laughter, struggling to maintain decorum.
Sengoku clenched his fists tightly before slowly relaxing them. There was no use getting angry at Garp now, especially during a meeting.
"Now, as for fighting pirates, I'm not too worried. We have many outstanding soldiers and officers in the navy. However, we do face a significant problem right now. Lucien, explain."
The one addressed, Rear Admiral Lucien, who was in charge of logistics, immediately stood up and began his report.
"Our biggest issue right now is food. The G1 Branch Base has never hosted so many soldiers at once, and our food reserves have already run out. Right now, we're relying entirely on shipments from the Red Line. However, the situation there is… complicated."
Lucien paused briefly, clearly hesitating to elaborate further.
"Food shipments often don't arrive on time, and the quantities are insufficient. Many soldiers are not getting enough to eat. This kind of situation may not seem critical over a day or two, but over time, it becomes a serious problem."
Everyone in the room frowned. Food was the most essential resource, especially during wartime. Without it, even the most powerful army would falter.

The others in the room remained silent. Everyone except for Tsuru, who had just arrived, was already aware of the problem but had no solutions to offer.
Sengoku, frustrated, rubbed his temples and turned to Tsuru.
"Tsuru, do you have any ideas?"
Although he asked, Sengoku didn't hold out much hope. If the rest of them hadn't thought of a solution, how could Tsuru, no matter how clever she was, come up with something so quickly?
To his surprise, Tsuru calmly rested her chin on her hands and replied, "It's a simple problem."
"Simple?"
Everyone in the room was stunned. They stared at Tsuru in disbelief. A problem that had stumped all of them, and she was calling it simple?
"Tsuru, are you joking with us?" Sengoku asked hesitantly.
Tsuru looked at him serenely. "Do you think I'm joking?"
"Then, what are you suggesting?"
"If you were asking me to solve another problem, I might not find it so easy. But when it comes to food shortages, it's not an issue."
"I have a way to secure enough food."
Sengoku frowned in confusion. "Did you bring food with you? No, that's impossible. You wouldn't have been able to bring enough. Tsuru, what are you talking about?"
Tsuru smiled faintly. "I can't conjure food out of thin air, but someone else can."
While the others were still trying to make sense of her words, Garp suddenly slammed his hand on the table.
"I get it now!"
His sudden outburst startled everyone in the room. Sengoku shouted in irritation, "Garp! What nonsense are you spouting now?"
Garp snorted. "Sengoku, you call yourself a strategist? I figured it out, and you're still clueless. You're not living up to your reputation."
Sengoku was momentarily speechless, caught off guard by Garp's jab. What nonsense was he talking about? He really didn't understand.
"Fine, if you're so smart, explain it. Who can conjure food?"
Garp smirked. "It's obvious—Jon can."
"Jon? Who's that?"
Sengoku was still confused, and the others in the room were even more baffled. They had no idea who Jon was.
Garp, exasperated, explained, "Sengoku, have you forgotten? Jon was one of Zephyr's first recruits—a young man born with Observation Haki."
After a moment of thought, Sengoku's eyes lit up in realization. "Oh, you mean him! But how can he conjure food?"
As an admiral, Sengoku had been incredibly busy with administrative duties. By the time Jon graduated, Sengoku was already stationed in the New World. Although he occasionally returned to Marine Headquarters, he had no time to pay attention to the recruits.
He had forgotten all about Jon until Garp mentioned his innate Observation Haki, which made Jon stand out.
The others exchanged puzzled looks. They didn't know who Jon was, but judging from Garp and Sengoku's reactions, he seemed extraordinary. Someone born with Observation Haki was unheard of—it was the first time they'd even heard of such a person.
Before Garp could elaborate further, Tsuru stepped in to explain.
"Jon is a Devil Fruit user. His ability allows him to accelerate the growth of plants. In a short amount of time, he can grow seeds into fully mature plants. Crops are also plants, so growing food isn't difficult for him."
"Really?"
Sengoku stood up in excitement. He hadn't known the navy had someone with such an ability. If what Tsuru said was true, then the food shortage problem could indeed be solved easily.
Tsuru nodded. "Of course. It's fortunate I brought him along this time. Otherwise, we would have wasted several more days."
"Then what are we waiting for? Bring him here immediately!" Sengoku said, his impatience evident.
