Chapter 23: The Foundation of the Kaelor Force
Creating an organization is a lengthy and complex process. However, once it is firmly established, its destruction becomes an equally challenging task.
An example of this is the Freeza Force: even after the death of its leader, Freeza, at the hands of Goku, the organization continued to operate across the universe, conquering and enslaving planets.
Although its influence had diminished, it still posed a significant threat.
An efficient organization tends to operate in a decentralized manner, distributing power across different levels of command.
However, when this fragmentation becomes excessive, effective and coordinated decision-making can be compromised.
The same occurs in societies that delegate responsibilities through autonomous agencies, districts, states, municipalities, and foundations.
Nevertheless, the existence of a central figure of authority—such as a president, prime minister, or monarch—remains essential to ensure unity and strategic direction.
The balance between decentralization and central authority is crucial. In a democracy, this balance is achieved through a deliberative process in which various sectors of society are consulted to meet the population's interests.
However, political groups with greater economic (capital) and social influence tend to have priority, while more vulnerable sectors risk being marginalized.
Thus, it is the role of political leadership to find a balance between dominant interests and those of the less privileged, ensuring that decisions benefit society as a whole.
Therefore, Kaelor chose to decentralize power into ministries:
Ministry of Health
Responsible for the public health system, disease prevention, vaccination, drug regulation, and ensuring access to medical treatment.
Ministry of Education
Oversees primary, secondary, and higher education, as well as the formulation of educational policies, professional training, and the promotion of scientific research.
Ministry of Defense
Handles security, combating organized crime, civil rights, and law enforcement. In some nations, the Ministry of Justice also supervises the judiciary and human rights.
Ministry of Economy
Ensures economic stability, manages the public budget, fiscal policy, taxation, trade, and economic development.
Ministry of Labor and Welfare
Regulates labor relations, wages, workers' rights, pensions, and welfare benefits.
Ministry of Infrastructure/Transportation
Manages highways, railways, ports, airports, and urban planning to facilitate transportation and logistics for the Kaelor Force.
Ministry of Science, Technology, and Innovation
Promotes scientific development, technological innovation, artificial intelligence, and research that drives progress.
These ministries would be organized into specialized subdivisions, responsible for managing specific areas within their respective domains. This structure would ensure greater efficiency in governance and policy implementation.
As the organization expanded and new demands emerged, restructuring, decentralization, and the possible outsourcing of certain administrative sectors could be considered.
The Charter or Constitution is the set of fundamental laws that govern a nation. It establishes the structure of the State, defines its functions and responsibilities, and guarantees the rights and duties of citizens.
All other laws and regulations must comply with its principles, ensuring legal order and institutional stability.
All changes and adaptations would be subject to the principles and guidelines established in the Kaelor Force's Magna Carta, ensuring that administration remained aligned with the organization's fundamental values, objectives, and regulations.
On an elevated platform, with a microphone prominently placed in the center, a young Saiyan, standing 1.40 meters tall, walked in rhythmic strides.
The sound of his white boots echoed through the hall, adding to the solemn and imposing atmosphere.
The audience watched attentively as the figure, with his dark, spiky hair, stepped forward. He wore a white chest plate and a flowing red cape.
At the center of his armor, an emblem stood out: a mysterious sphere with seven stars and a "Z" at the bottom, encircled by a ring.
Kaelor stopped before the microphone and cleared his throat slightly, adjusting his voice. Then, in a solemn tone, he began his speech:
"In the year 720..."
A brief pause allowed him to gauge the audience's reaction. A soft murmur spread through the crowd, revealing the confusion of some listeners.
"What does 'year 720' mean?" a Tsufurian asked, puzzled.
Beside him, a Saiyan scoffed: "Didn't you read the memo? That's the Earthlings' calendar. Kaelor grew up on that planet."
Kaelor coughed discreetly, muffling the side conversations, and continued:
"In the year 720, the dictator Vegeta, in a brutal act, ordered the extermination of the Tsufurians and the conquest of the then-called 'Planet Plant,' which would later be renamed Planet Vegeta in his honor."
A tense silence followed. Many Lumorians in the audience exchanged glances, shocked and deeply moved by the Tsufurians' fate.
Kaelor pressed on:
"After a decade of conflict, the planet was finally subdued. The surviving Tsufurians were 'assimilated,' and from this fusion, the first Tsufurian-Saiyan hybrids were born. However, far from being accepted, they were cruelly marginalized. Without inheriting the Saiyans' battle power, they were cast aside by a society that valued only strength."
His gaze swept across the crowd, assessing the impact of his words. The weight of history could not be ignored.
"Fearing that the sub-Saiyans would proliferate, King Vegeta… or rather, the scoundrel Vegeta, ordered the extermination of the hybrids, sending them on missions that could only be described as suicide."
The tension in the audience was palpable. People exchanged looks—some incredulous, others filled with growing indignation. Kaelor took a deep breath before continuing, his voice now carrying the weight of unwavering resolve:
"However, in the year 737, I, Kaelor, returned to Planet Vegeta. What I found shocked me to my core. The oppression, the brutality, the contempt for the weak... everything had escalated beyond measure. That was when I made a promise: to lead those who were persecuted to a bright future.
"Today, the Tsufurian Resistance officially becomes the Kaelor Force. And before you all, I swear… to destroy the Freeza Force and liberate the universe from the tyranny of this oppressive empire!"
He paused, allowing his words to resonate through the crowd. A few seconds of silence quickly transformed into a wave of applause and cheers.
Excitement surged through the audience, voices rising in unison, and the energy in the air became almost tangible.
Kaelor observed for a moment before stepping down from the platform. With firm strides, he moved toward the city's main building—the Town Hall.
Behind him, a procession of followers marched, aware that they were witnessing the dawn of a new era.
Upon entering the building, Kaelor wasted no time. A rapid succession of orders was issued, his firm voice echoing through the halls.
"Father, we need to appoint ministers and elect representatives for all races."
Without hesitation, he pointed to a nearby Tsufurian and ordered:
"You. Print copies of the Magna Carta and distribute them among the population. Everyone must know their rights and duties."
Then, turning to another advisor, he inquired:
"Any news about Planet Vegeta? And what about the Sky Gold trafficking situation? Right now, it's our main source of revenue, so we need to keep a close watch."
Tarako, his father and advisor, gave a slight smile before responding:
"We have good news and bad news. The good news is that we've discovered deposits of Sky Gold on this planet. The bad news… your identity as Vegeta is being threatened by the real Vegeta."
Kaelor narrowed his eyes, contemplating for a moment before asking:
"So, he's finally decided to act?"
Tarako nodded slightly and added, concern evident in his voice:
"We don't need those filthy traffickers anymore. With these new deposits, we can sustain ourselves without relying on them."
Kaelor smirked, crossing his arms.
"Indeed, we don't need them. But this isn't just about survival. I want justice for the Tsufurians. And if Vegeta is coming to me on a silver platter… well, that sounds like a gift, don't you think?"
Tarako hesitated for a moment, but trusting his son's judgment, he nodded in silent agreement.
